		<description>Not only does it set up a showdown, but I think it suggests that future legislation might be better off tied into appropriations, like a state version of the commerce clause. Whether or not the college system believes the legislature can dictate how it should function, I can&#039;t help but believe the legislature&#039;s ability to convince the system to follow the law is limited only by its creativity.</description>
